What Is the Self-Determination Program?
California's Self-Determination Program (SDP) is a voluntary option for individuals with developmental disabilities who receive services through a Regional Center. It gives participants greater control over their own supports and services — including how their budget is spent and which providers they work with.
Instead of the Regional Center choosing and managing your services for you, the SDP puts that decision-making power in your hands. You work with an Independent Facilitator to develop a Spending Plan, select your own providers, and direct your own life — with the support of people you trust.
It's a powerful program. It can also feel overwhelming at first. That's exactly where Heddi comes in.
The SDP is designed to give you more choice, more control, and more freedom. Heddi helps you use it to its fullest.
Person-Centered Planning
A plan that starts with you — your strengths, your dreams, your voice.
Person-Centered Planning (PCP) is a structured, collaborative process that puts the individual at the center of every decision. It's not about what a system thinks is best — it's about what you want your life to look like, and how to build the supports that get you there.
Heddi facilitates PCP meetings that bring together the individual, their family, friends, and support team in a way that feels safe, empowering, and genuinely focused on the person — not the paperwork.

- Facilitation of Person-Centered Planning meetings
- Development of a written Person-Centered Plan document
- Identification of personal strengths, goals, and support needs
- Coordination with Regional Center and IPP process
- Ongoing plan review and updates as life changes

- Guidance through the SDP enrollment and onboarding process
- Spending Plan development and budget management support
- Help finding, vetting, and onboarding service providers
- Attendance and support at IPP and Regional Center meetings
- Ongoing check-ins, troubleshooting, and advocacy
- Coordination with Financial Management Services (FMS)
Independent Facilitator
Your guide through every stage of the Self-Determination Program.
An Independent Facilitator (IF) is a required part of participating in the Self-Determination Program. The IF works for you — not the Regional Center — and helps you understand your rights, manage your budget, find providers, and navigate the program with confidence.
Heddi serves as an IF who is genuinely invested in your success. She brings deep knowledge of the SDP, a calm and patient approach, and a commitment to making sure you always understand what's happening and why.
